PARLOUS STATE OF NHS INVESTIGATORY SYSTEMS - STILL FAILING WHISTLE-BLOWERS

Updated: September 2024
After years 'telling my story' through this website (my only voice), I self-published two evidenced Reports, sent to the Senior President of Tribunals and CQC. These summarized the harrowing story arc of my journey as a whistleblower. Though never a major expose, I suffered life-changing losses: career, reputation, years of scapegoating & ridicule, losing my home, my sanity - culminating in a suicide attempt. The protagonist was never investigated, nor faked AWP investigations. This updated page focuses on evidence-based conclusions & suggested action. The backcloth is summarised on the AWP tab.

Introduction
The Post Office scandal made horrifically clear how far public bodies go, to cover-up incompetence. This parallels the situation in toxic NHS Trusts. Like many small-scale whistle-blowers, I wanted to make a difference. Like many, I lost my career, home and sanity. Becoming a campaigner saved me, as it does so many. I am proud of my successes, which are down to the perseverance critized by the Trust.
Over thousands of hours, I collated evidence (much suppressed or misrepresented by so-called, 'internal investigators'), I prepared a Report using methodology I learned for my Masters Degree (I lost out on a PhD after my career was destroyed by AWP). No one would listen. CQC, Tribunal, HPC, PALS used the time-honoured cant, 'it's not our job[sworth]'. Finding support as a whistle-blower is like looking up at the night sky: you see constellations but get closer and there are only cold, orbiting bodies, hot air, and millions of miles of nothingness. Such is the parlous state of NHS investigatory systems!
After blowing the whistle you become isolated. Fearful colleagues disappear in the woodwork under the feeble excuse; 'it's not my responsibility.' NHS investigatory systems are riven with complacency & false loyalty; chief executives reluctant to deal with miscreant colleagues. Duty, honesty, openness are forgotten as is any sense of ethics. Thus, as described in my books, evidence is 'disappeared,' old boy/girl networks used - and thus opportunities for change lost. This situation has existed for so long the NHS is riven with rictus-grinning, lazy CE's, mismanagement, staff punished for speaking the truth. Huge amounts of public funding are drained by Trust legal teams (Bevan Brittan for example making £millions a year by preventing whistleblowers reaching Tribunal). Like many, I turned my frustration and anger into campaigning. I am proud of giving evidence that will, over time, contribute to change. News reports of bullying in the NHS and vile treatment of whistleblowers validate my findings.
Suggested Action
HUGE PUBLIC FUNDING COULD BE SAVED - by abolishing Trust investigations (biased systems), disbanding PALS (colluding with Trust seniors), HPC (a duplicate of CQC and equally ineffective), replacing them with a single independent system with its own legal experts. A single system will bypass the inequality of Tribunals, reducing NHS legal costs. Legal funding MUST be removed from NHS Trusts, who use it to evade responsibility. £millions could be saved, relieving suffering among decent NHS professionals who, like me, battled to work against a backcloth of in-fighting, under-funded, apathetic management.
Why Does Change Take So Long?
People wonder why it takes YEARS to eradicate ineffective systems. Here are some of my findings:
Sample News Reports
1. 'Dr Stephen Brearey ..lead consultant on neonatal unit where serial killer Letby worked. He told BBC there was "no apparent accountability" for what NHS managers do in trusts.' BBC News, 22/8/23
2. 'Dr Kirkup ['Chair for several NHS Enquiries'] identified a common feature in organisations when things start to go wrong... how it goes on for too long...and how the response is very often inadequate. "Vigilance, thinking the unthinkable, it's very difficult to do," said Dr Kirkup' BBC News Liverpool, 21/8/2023
3. 'NHS whistle-blowers need more protection, expert warns' BBC news, 3/7/2023
4. 'Report finds West Midlands Ambulance whistle-blowers stifled.' BBC news, 28/6/2023
5. 'Ambulance staff in the West Midlands have had their ability to speak up as whistle-blowers stifled for many years, an independent inquiry has found. BBC news report, 28/6/23
6. 'A merry-go-round of buck-passing.' The Grenfell Enquiry

Why Does Change Take So Long?
People wonder why it takes YEARS to eradicate ineffective systems. Here are some of my findings:
- lack of communication - CE's over-trust subordinates. They are too idle to check things out and don't want to rock the boat.
- naive HR - harbouring false beliefs about powerful seniors (sacred bulls/cows)
- subordinate managers fear appearing incompetent, going to extreme lengths to hide malpractice
- staff disappear in the woodwork, not wanting involvement
- apathy - change is impossible in a negative, draining environment
- intelligence gathered by insiders is unreliable - staff tell lies, out of fear or false loyalty
- drones are easily subverted - given promotion or rewards by keeping quiet
- many do not understand how systems work - including staff of CQC
- There are not many seniors who practice ethical values
